Biography

Kathy Riggs is the great-granddaughter of Dr. Owen Hugh O’Neill Sr. Her grandfather is Owen Hugh O’Neill Jr., former Santa Barbara County Surveyor and author of History of Santa Barbara County. Riggs was born in Santa Barbara as was her mother and all her siblings. She grew up at 925 Hope Ave, until she was 18, living in and around Southern California and Santa Barbara. She moved near to Spokane, WA in 1977, which is where she currently resides (2025).
